Produced a draft Harmonised Right-of-Way Policy Framework and digital e-permitting prototype to unlock broadband infrastructure investment in Niger State.
The challenge
Broadband rollout in Niger State had been constrained by fragmented Right-of-Way processes, inconsistent fee regimes, and weak inter-MDA coordination. Without alignment to NEC directives on RoW fee reduction and digital permitting, the state's ability to attract ICT infrastructure capital was structurally limited.
Our approach
The training drew on global case studies from India, Ethiopia, and Kenya. Day 1 established policy, legal, and institutional foundations; Day 2 operationalised reform through technology-enabled compliance systems, digital permitting workflows, and a co-design exercise producing a harmonised state framework.

Outcomes
Niger's infrastructure and ICT officials gained a practical template for harmonising fee regimes, compressing approval timelines, and aligning state practice with NCC standards — the regulatory foundation for broadband expansion.
