A published, priced and predictable Right of Way regime — the regulatory precondition for private capital to lay fibre in the State.
The challenge
Private investment in fibre infrastructure does not wait for a State to decide what it charges. SABER sets the test precisely: an aggregate fibre deployment fee no higher than ₦145 per linear metre, and publication of the Right of Way process and its fees — every government interaction, every document required, every official cost, every timeframe and the legal basis or service level agreement behind each.
Our approach
We reviewed the applicable regulations and deployment charges, assessed existing Right of Way procedures, identified which MDAs actually hold each approval, and documented the process end to end. A dedicated workshop then took the officials responsible for administering it through the fee cap, the procedural requirements, the publication obligations and the evidence the verification process expects.
