The challenge
Niger State's PPP programme required a broader base of technically literate officials across ministries to implement and oversee PPP projects credibly. The programme needed champions who understood project cycles, risk allocation, and fiscal implications.
Our approach
The training combined appreciation-level content for senior officials with deeper technical content for PPP practitioners. Nigerian PPP case studies — successful and unsuccessful — were used throughout to show how theory plays out in practice.
What we delivered

Outcomes
